GOP means guarantee of payment. In medical insurance, it is written confirmation to a healthcare provider of the payment arrangement for specified eligible treatment. It can support direct billing, but the actual letter, insurance policy and provider agreement determine what is covered.
This guide explains the terminology for patients, insurers, third-party administrators (TPAs) and assistance teams coordinating treatment in the UAE. It is general information, not a decision on an individual claim.
GOP, pre-authorisation and direct billing: three different questions
Pre-authorisation asks whether proposed treatment meets the insurer's approval requirements. A GOP records a payment commitment and its scope. Direct billing describes the arrangement under which the provider bills the responsible payer instead of asking the patient to pay the entire eligible bill and seek reimbursement.
These steps can be connected, but the words are not interchangeable. Bupa Hong Kong, for example, describes issuing a GOP after confirming pre-authorisation, with treatment details and an applicable credit limit. That is an example of an insurer's process, not a universal rule for every policy.
Does a GOP mean the patient pays nothing?
Not necessarily. Deductibles, co-payments, excluded services and costs beyond a benefit limit can remain payable by the patient. Allianz's provider guidance expressly distinguishes eligible direct settlement from these patient responsibilities. A hospital's deposit arrangements also need checking; Prudential's guidance illustrates that pre-authorisation alone may not remove a deposit requirement.
Before an appointment or admission, ask the insurer or assistance team and the provider to confirm the approved scope and any expected patient contribution in writing. An insurance card or verbal statement alone should not be treated as confirmation that every cost is approved.
What should the team check on the letter?
- The correct patient and case reference.
- The named healthcare provider and intended service or admission.
- The approved treatment and any exclusions or conditions.
- The authorised amount and currency, where specified.
- The validity dates and the process for requesting a change.
- The billing contact and the party responsible for settlement.
This is a practical reading checklist. The document format and required fields depend on the issuer and agreement. If an item is unclear, seek clarification rather than infer a wider commitment.
How a coordinated request can move forward
- Identify the case. Establish the insurer, policy or membership reference, location, provider and service needed.
- Clarify the proposal. Obtain the treating provider's relevant report, treatment plan and cost estimate through the agreed channel.
- Confirm authority. The responsible insurer or authorised administrator assesses eligibility and the approval required.
- Confirm provider acceptance. Make sure the provider has received and accepted the applicable payment arrangement before relying on direct billing.
- Track changes. If treatment, dates or estimated costs change, ask whether an updated authorisation or GOP is needed.
There is no single approval time that applies to all insurers and cases. Missing information, the proposed treatment, provider arrangements and policy conditions can affect the process.
What happens after treatment?
The team reconciles the treatment provided with the approved scope and supporting billing documents. For example, Allianz's direct-settlement instructions request itemised treatment information and a related GOP where pre-authorisation was obtained. Any difference between the estimate, authorisation and final invoice should be resolved with the relevant parties.
Questions to ask before relying on a GOP
Is a GOP an insurance policy?
No. It relates to a particular payment arrangement. Cover still depends on the applicable policy and the written authorisation.
Can the same letter cover extra treatment?
Do not assume so. Check the scope, dates and amount, and ask the issuing team whether an amendment is required.
Can EGS help coordinate a UAE case?
EGS provides GOP and direct-billing coordination. Insurers and TPAs can discuss their requirements through the partnership enquiry page. Case acceptance and payment arrangements need confirmation for the specific request.
Preparing a referral? Use our medical assistance case referral checklist to organise the information before contacting the assistance desk. Do not put medical records or identity documents into the general partnership enquiry form.
